Special Activation Precinct Delivery Plan Finalised

The Moree Special Activation Precinct (SAP) is now another step closer, after the delivery plan for Moree’s SAP was finalised and published this month.

The Delivery Plan sets out criteria for the SAP’s design, landscaping, infrastructure planning, delivery and proposal assessment, in line with the Precincts-Regional State Environmental Planning Policy and the Moree SAP Master Plan.

“The delivery plan provides confidence to industry and investors interested in establishing their business in the precinct, with a streamlined planning and approval process to cut red tape and enable a faster set-up,” said Member for Northern Tablelands Adam Marshall.

“The delivery plan also brings to life how the precinct will look in the future, with design principles that promote innovation, connection to Country, safety and efficient movement across freight and logistics, as well as connection to the Moree township.”

The delivery plan was finalised following a public exhibition, with feedback received informing the final plan.

Thanks goes to the Moree Plains community, business and other stakeholders for their feedback in contributing to this important plan that sets out the precinct’s design, landscaping, infrastructure planning, delivery and proposal assessment.

The Master Plan for the SAP was finalised in March this year, along with $194 million investment by the NSW Government for delivery of the SAP. The purpose of the SAP is to attract and grow innovative businesses, create employment opportunities and stimulate the regional economy.

$194 Million for Moree Special Activation Precinct Construction

Moree Plains Shire Council has welcomed the NSW Government’s $194 million infrastructure investment for the Moree Special Activation Precinct.

Mayor of the Moree Plains, Cr Mark Johnson, applauded the State Government’s vision for the Moree Plains.

“The NSW Government’s $194 million commitment represents one of the single largest investments in the history of our Shire, and I wish to thank the Deputy Premier Paul Toole, our local member, Mr Marshall MP, our Federal member, Mr Coulton MP, and the NSW Government for their vision and steadfast support for our Shire and broader Region,” said Cr Johnson.

$3.4 million Tapscott Road upgrade and Moree SAP connection open - The Hon Adam Marshall MP

A CENTRAL piece of the puzzle which is the region-shaping Moree Special Activation Precinct (SAP) is now in place, with Northern Tablelands MP Adam Marshall joining Moree Plains Shire Mayor Mark Johnson today to cut the ribbon on the $3.4 million Tapscott Road extension.

Funding for the project was provided in 2019 through the State Government’s Growing Local Economies Fund.

Have your say in Moree's Special Activation Precinct

After months of investigation, planning, design, and dedicated work, the draft Master Plan for Moree’s Special Activation Precinct is now available for public comment.

The Plan, on public exhibition for 28 days from 18 May, will allow members of the community and businesses to provide their feedback on the future development of the Moree Special Activation Precinct, an area covering some 4,700ha.

Moree’s Freight in Focus for Acting Prime Minister’s visit

Moree’s future in freight and transport was on the agenda this week as Moree Plains Shire Council was host to Acting Prime Minister, Michael McCormack, and Federal Member for Parkes Mark Coulton to discuss the transport network across the Shire.

With construction of the Narrabri to North Star section of the Melbourne to Brisbane Inland Rail commencing shortly and the future Newell Highway upgrades, delivery of key transport infrastructure is essential to a productive supply chain servicing the most successful agricultural region in Australia, Moree.

Trans4m Rail gets green light to transform Moree’s CBD

In an early win for the Moree Plains in 2021, the Development Application for the redevelopment of office premises for Trans4m Rail has been approved.

Trans4m Rail have leased three existing premises on Balo Street (the former Moree Pharmacy and M&G Travel sites) to provide nearly 900 square metres for its office operations. A Development Application was lodged with Council just prior to Christmas.

With Trans4m Rail appointed head contractor for Phase 1 of the Narrabri to North Star section of the Inland Rail, the premises are expected to be occupied by the Trans4m Rail team for at least three years.

Moree’s CBD set to thrive

The Moree CBD is about to become a whole lot busier with Trans4m Rail finding a home for its office premises on Balo Street.

Inland Rail looking for locals to share in $693 million project

With the award of the $693 million construction contract for Phase 1 of the Narrabri to North Star section of the Inland Rail, it’s full steam ahead for the Melbourne to Brisbane Inland Rail in the Moree Plains.

ARTC and head contractor Trans4m Rail are now looking to source local plant, equipment, materials and people to support rail works, roadworks, prospective sub-contractors, suppliers and equipotent providers.

Last week, nearly 200 prospective job seekers and local businesses attended ‘Meet the Contractor’ sessions in Moree and now is the time for local suppliers to register for supply opportunities through the Project’s ICN Gateway page.

Inland Rail driving local jobs in Moree

Momentum is building for construction of the Inland Rail in the Moree Plains, with ARTC and its head contractor Trans4m Rail hosting three community information sessions this week in Moree for job seekers and prospective subcontractors, suppliers and equipment providers.

With nearly 200 attendees at the sessions, Moree Plains Shire Council Mayor Cr Katrina Humphries is incredibly proud of the significant local interest being generated by the project, including from local job seekers.

Local Businesses and Workers to Share in $693 Million Inland Rail Project - register now

With construction works to kick off shortly on the first part of the Inland Rail in the Moree Plains Shire, now is the time for local suppliers and job seekers to step up and secure a slice of the works on offer to locals.

ARTC awarded the $693 million construction contract for Phase 1 of the Narrabri to North Star section of the Inland Rail to Trans4m Rail, and Trans4M Rail is now looking to appoint local sub-contractors and workers for certain parts of the construction works.

Moree Plains Shire Council Mayor, Cr Katrina Humphries, is urging locals to make the most of the economic boom that is about to hit the Moree Plains by businesses and job seekers doing what they can to put their best foot forward.

Mighty Moree on track for its share of $1 billion

Mayor Katrina Humphries has congratulated the NSW Government and Team Moree Plains on reaching another major milestone for the Moree Special Activation Precinct (Moree SAP). Last Friday the NSW Department of Planning, Industry and Environment (DPIE) and an army of technical experts completed their final master planning workshop for the Moree SAP.

The Moree SAP is one of a select group of locations across NSW, identified as areas of strategic significance for the future of regional NSW. Once the master plan for Moree SAP is finalised around March 2021, any industries and businesses looking to locate there will be guaranteed a 30-day fast tracked planning approval. This cuts red tape and reduces costs.

Council is seeking a shining star to join our Regional Activation team as our Inland Rail Liaison Officer. This is a full-time role for up to 4 years and applications are now open.

Council’s Regional Activation Unit, located on the Ground Floor of the Max Centre, has been created by Council as a one stop shop to drive Council’s initiatives in relation to the Melbourne to Brisbane Inland Rail and the Moree Special Activation Precinct.

Inland Rail Steaming into the Moree Plains - $693 Million Construction Contract Awarded

The Australian Rail Track Corporation (ARTC) has awarded the $693 million construction contract for the next section of Inland Rail, with Trans4m Rail announced as the Tier 1 Contractor for Phase 1 of the Narrabri to North Star section of the Inland Rail.

Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development, Michael McCormack, welcomed the news that ARTC had signed the contract with Trans4m Rail, a joint-venture between John Holland and SEE Civil, as it represents a significant milestone for Inland Rail.

“Inland Rail is going to change the freight task in Australia and in doing so will create opportunity in regional Australia with unprecedented investment and job creation,” Mr McCormack said.

Inland Rail workforce to call Moree home

In what has been heralded as a major win for the Moree Plains, up to 350 workers involved in the construction of the Inland Rail will be accommodated in Moree.

The construction of the Narrabri to North Star section of the Melbourne to Brisbane Inland Rail is set to commence in coming months.

Council has been working with Australian Rail Track Corporation (ARTC) and its contractors to ensure the transition to work and life in the Plains for the 350 workers is as seamless as possible.

Feedback called to shape Moree’s Special Activation Precinct - The Hon Adam Marshall MP

THE Moree community will have the opportunity to shape the master plan for the Moree Special Activation Precinct (SAP), with Northern Tablelands MP Adam Marshall urging locals to attend upcoming pop-up sessions, landholder briefings and an Enquiry-by-Design workshop.

 Mr Marshall said members of the master planning team would be in Moree this week, and again next month, to meet with locals and Moree Plains Shire Councillors.

Mr Marshall said working with key stakeholders and the community was a vital part of the Special Activation Precinct program, ensuring the community has ownership over the development.

Building the team for Moree’s bright future

We are delighted to welcome back Daniel Boyce who returns to the Moree Plains Shire Council as Executive Planner supporting our Regional Activation Unit. Daniel joins some familiar faces in our Regional Activation team, which is led by Mark Connolly.

Mark is a well-known member of the Moree Plains Shire Council team as Council’s Economic and Community Development Manager. Mark was instrumental in Moree’s selection by the NSW Government to be investigated for a Special Activation Precinct and has had a long-term involvement with the Melbourne to Brisbane Inland Rail project on behalf of Council. Mark is uniquely placed to bring a local understanding of the economic drivers of the Moree Plains’ economy to ensure the Moree Special Activation Precinct will create long-term job opportunities and attract investors.

$560,588 helps make for a safer run on Moree’s Burrington Road - The Hon Adam Marshall MP

Efforts are underway to improve the safety of an important feeder road which will channel future traffic past the Moree Special Activation Precinct (SAP), with Northern Tablelands MP Adam Marshall announcing $560,588 to seal and realign dangerous curves on Burrington Road.

Mr Marshall said the project would see improvements made to two curves, which are well known for bringing unsuspecting drivers undone.

Council staff have started planning the scope of works and expects the project will be complete by March next year. Federal Member for Parkes Mark Coulton said the improvements would be welcomed by people in the Moree Plains Shire who use the road every day.

Interfacing with the Inland Rail on track for the Moree Plains - Business Burst

Moree Plains Regional Activation Unit, in collaboration with a number of our neighbouring councils, have been successful in progressing three projects to the next stage of the Inland Rail Interface Improvement Program. The Interface Improvement Program is a $44 million investment from the Federal Government to enhance connectivity to the Inland Rail.

Under the Program, Council will be developing Business Cases for the following projects for the funding body's consideration:

  • Moree Intermodal Freight Connectivity and Expansion Project

  • NSW/QLD Border Road and Rail improvement Project on behalf of Border Region Organisation of Councils

  • Croppa Creek Road and Rail Improvement Project (Feasibility Study) on behalf of MPSC and Gwydir Shire Council

The Moree Plains Regional Activation Unit have been actively contacting local trades and suppliers to take advantage of the potential growth that will result from the upcoming development opportunities in our Shire. 

Our aim is to maximise local participation and achieve the best outcome for our community. We are continuing to work with both the Federal and NSW State Government as well as the Australian Rail Track Corporation in relation to the Inland Rail and Moree’s Special Activation Precinct.

Many local businesses have already been contacted to ensure they are included on the Moree Plains Regional Activation Unit database. Croppa Creek road upgrades among proposals given green light under Inland Rail Interface Improvement Program - The Moree Champion

The Croppa Creek community's proposal for road upgrades for a rail spur has been given the green light in preparation for the Inland Rail.

It is one of 16 proposals to be further developed thanks to the federal government's $44 million Inland Rail Interface Improvement Program.

Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development Michael McCormack said an EY Australia-led consortium had been commissioned to further develop the proposals with the successful organisations and groups.

Moree SAP off to a flying start

The Moree Special Activation Precinct (Moree SAP) is off to a flying start with the initial aerial and spatial data imagery capture being undertaken this weekend, Saturday 4 April and Sunday 5 April 2020.

Over recent months, Council and NSW State Government staff have collaborated and developed investigation and engagement activities regarding the Moree SAP that will take place over the course of 2020.

A critical step in this process is aerial and spatial data collection that will be used for future planning and consultation with local stakeholders.
